- Up to 15 licences will be awarded through a three-stage process: Expression of Interest → an auction (September 2026) → full licence applications (October 2026).
- Each licence lasts up to 3 years, renewable once for a further 5, is personal and non-transferable, and covers a single brand. No party may control more than 3 licences.
- The Expression of Interest window opened 17 July 2026 and closes 14 August 2026.
- Licensed operators pay a levy (~3.5% of online gambling profits) to the DIA plus 16% gambling duty to Inland Revenue.
What Changes on 1 December 2026
This is the date that matters for players. From 1 December 2026, operators must stop offering online casino gambling to New Zealanders unless they have applied for or been granted a licence. In practice, the market will shift toward DIA-licensed platforms, which must provide stronger harm-minimisation tools — configurable deposit and session limits, a 24-hour cooling-off period on limit increases, and reminder pop-ups during long sessions.
Advertising Rules
The new regime prohibits advertising online casino gambling to New Zealand customers, including sponsorships, personal endorsements and certain affiliate arrangements, and bans ads during or within 30 minutes of live sports broadcasts. Licensed operators also face a ban on credit-card payments. These rules are aimed at reducing gambling harm.
